Murphy Creek Metropolitan District No. 1 (the “District”) is a Title 32 Special District that has been established for the primary purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, limited fire protection, and limited television relay and translation improvements of the District and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Amended and Restated Consolidated Service Plan for Murphy Creek Metropolitan District Nos. 1-4 and the Service Plan for Murphy Creek Metropolitan District No. 5 approved by the City Council of the City of Aurora on August 8, 2016, as it may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the City of Aurora, Arapahoe County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City of Aurora and Arapahoe County do not provide.
The Service Plan limits the total debt the District and Murphy Creek Metropolitan District Nos. 2, 3, 4, and 5 may incur up to a maximum aggregate amount of $150,000,000. Murphy Creek Metropolitan District Nos. 2, 4, and 5 and the District have entered into an Agreement allocating the previously unissued amount of this Service Plan debt authorization. Under the Agreement the District may incur debt in an amount to not exceed $18,500,000. Revenue from the imposition of mill levies and various other revenue sources authorized by law, including fees, rates, tolls, penalties, or charges, may be used to repay such debt.
The District must file an Annual Report to the Aurora Manager of the Office of Development Assistance of the City Manager’s Office, the City of Aurora, the Division of Local Government, the State Auditor, and the Arapahoe County Clerk & Recorder.
The District boundaries overlap with the boundaries of Aurora School District #28J, Arapahoe County, Developmental Disability, City of Aurora, Sable Altura Fire Bonds, Urban Drainage & Flood, Urban Drainage & Flood (S. Platte), W. Arapahoe Conservation District.
